The Corporation have informed us, to our surprise, that the Chinese Minister has only been instructed to seal bonds to the amount of 650,000, and that the profit certificates are not mentioned in his instructions. This proceeding of the Wai-wu Pu's is vexatious. They had given us to understand that the requisite instructions had already been sent. We trust that they will be sent without delay.
